Voters in Union County, S.D., last week approved a zoning change that would allow construction of a $10 billion integrated gasification combined cycle (IGCC) plant and grassroots oil refinery near Elk Point.

About 58% of voters approved the plan to rezone about 3,300 acres of land for the project....
