Most historically black colleges and universities are not in compliance with Title IX, according to a recent study by the College Sports Council.

It found that 72 of 74 HBCUs do not meet the proportionality requirement of Title IX. Only Morris College SC and Allen University SC have ratios of female to male athletes similar to the gender ratio of undergraduate students. Schools can also comply by accommodating the interests of the underserved sex or showing a continuing record of adding their teams.
