JAKARTA, April 1 Asia Pulse - Fish exports by way of transhipment in the waters of Timika, Papua, involving 24 Taiwanese and Indonesian vessels constituted a premeditated criminal offence.
"The vessels belonged to eight companies, but how could they unload their cargo into two Taiwanese ships at the sea. It means they had an agreement to export their catch," Marine and Fishery Affairs Minister Freddy Numberi said here on Monday.
This also indicated that there was already a systematic plan to enter the Timika waters to unload their cargo, the minister said.
Many fishing vessels operating in Indonesian waters have become increasingly lawless these days, as they have been ignoring government regulations.
Two of the 24 vessels were Taiwanese, and they never handed over their catch to the fish processing units on land, as required by ministerial decree No PER.05/MEN/2008 on fishing business.
