The Substance Abuse and Mental Health Services Administration (SAMHSA) announced this month the availability of up to 32 awards in fiscal 2003 for the Targeted Capacity Expansion Program for Substance Abuse Treatment and HIV/AIDS Services (TCE/HIV).

Funding is directed to activities that specifically target racial and ethnic minority populations significantly impacted by both substance abuse and HIV/AIDS. The grants are designed to enhance and expand substance abuse treatment and outreach services and treatment readiness (pretreatment) in conjunction with HIV/AIDS services in the African American, Latino/Hispanic, and other racial or ethnic communities highly affected…
