Israeli and Palestinian leaders, as well as representatives from more than 40 countries (not all of them Mideast nations), met in Annapolis on November 27 to discuss plans for a peaceful settlement of differences between and among Israel and its Arab neighbors. Secretary of State Condoleezza Rice played a major role in organizing the conference, which reflected her efforts all year to bring about what a Washington Post writer termed a "realignment" in the Middle East.
