New York Governor Eliot Spitzer is going forward with his plan to allow driver's licenses for illegal immigrants, but the plan has undergone several transformations since first being proposed. New York is the fourth state to reach an agreement on federally approved "secure licenses," following Arizona, Vermont, and Washington.
The original Spitzer plan, praised by self-described immigrants' rights groups--but highly criticized by New Yorkers opposed to giving any legal recognition at all to illegal immigrants--would have simply turned a blind eye to the immigration status of anyone applying for a New York driver's license.
