As if to prove that some things never change, the best scene in "We Own the Night"--the best scene, indeed, to be found at the movies this year--is a car chase. It centers on a young night-club manager, Bobby Green (Joaquin Phoenix), who has helped the Brooklyn police to arrest a Russian drug czar named Nezhinski (Alex Veadov).
