Bush bombs open access plans in war on spending
US president George Bush has dealt open access supporters a blow by vetoing a bill to broaden requirements for free access to academic material.
The US Senate approved the Labor, Health and Human Services and Education Appropriations Bill, which would have required scientific research funded by the National Institutions of Health to be available on open access (OA) sites within 12 months of its first publication.
But the measures were scuppered when Bush rejected the bill in its entirety in the latest stage of his battle with the Democrat-controlled Congress over domestic spending.
Bush said the bill's $600bn ([pounds sterling]291bn) price tag for funding education, training and health programmes was too large and that Congress was "acting like a teenager with a new credit card".
Reuters reported that Bush signed a separate bill giving the Pentagon $460bn for the financial year. He has also requested a further $196bn for the Iraq and Afghanistan wars.
