Education leaders testifying before Congress on the dearth of tenured women in science and engineering agreed that cultural changes on campus are needed to overcome existing biases and barriers in hiring women.
One idea was to use Title IX, the 1972 federal law requiring gender equity in federally funded educational programs, to hold schools accountable for sexist hiring decisions. "That's something Congress can clearly fix," suggested Donna E. Shalala, president of the University of Miami and former head of the U.S. Department of Health and Social Services.
