Some team members believe the Department of Children and Families should immediately begin looking for a potential replacement in case there is no improvement, the draft report released Monday states.

In its report, the team says the YMCA's performance has declined over the past few years as its relationships with service providers and the community have eroded.

The community members and businesses who provide foster care services feel the YMCA management is defensive, arrogant and retaliatory against anyone who vocalizes disagreement or criticism, the report states.
