The Defence Update, which John Howard launched last week, was a seminal document in the development of Australian strategic policy. This is all the more important to recognise given the desperate and somewhat disgraceful efforts of former defence bureaucrats Hugh White and Paul Dibb to misrepresent it as just a continuation of their fine work when in office.
