The U.S. Coast Guard Academy is in trouble, struggling with a climate of distrust and cynicism in which almost 25% of cadets say they wouldn't report a classmate who had committed sexual assault, according to a task force report.
The task force was created last fall after a cadet was acquitted of rape but served time for extorting sexual favors from a classmate.
