The federal agency in charge of Title IX compliance is falling behind, according to a report from the National Women's Law Center.

The U.S. Education Department's Office for Civil Rights has sharply cut back the number of athletics programs it evaluates for Title IX compliance over the past five years.

"These findings are deeply troubling because they suggest that the Office for Civil Rights is abdicating its responsibility to take proactive steps to ensure compliance with the law," said Jocelyn Samuels, VP for education and employment at the center.

From 2002 to 2006, the OCR received 416 complaints of sex discrimination in high school and colleges sports. It investigated just one complaint. ...
