The Constitution established three separate branches of government, with the powers of each defined so that no single branch could rule without restraint or responsibility.

The voters have a right to expect that Congress will restrain an irresponsible president. Each house has failed to act in a way expected by the Founding Fathers to keep this nation a republic.

Last November voters repudiated the Bush administration and the Republican majority in Congress in an election dominated by the issue of Iraq --specifically the desire of a majority of Americans to end our occupation.
