A report released by the CIA provides additional details as to federal intelligence failures prior to 9/11. The report was prepared by the agency's Inspector General in 2005, but was kept under wraps until August 21, when it was released at the insistence of Congress over the objection of CIA director Gen. Michael Hayden.
