The U.S. government has long officially designated North Korea as a state sponsor of terrorism. North Korea is also one of only three regimes George W. Bush had specifically referred to as being part of an "axis of evil" in his State of the Union address in 2002. Yet, even though there is no evidence that North Korea is going to forsake its terrorist ways, it now appears that the United States may remove it from the list of terrorist sponsors.
Inspectors with the International Atomic Energy Agency have verified, they say, that North Korea has shut down its nuclear reactor at Yongbyong. The reactor processed plutonium used in the communist nation's less-than-successful nuclear weapons test last October.
The shutdown of the plant allows the Bush administration, under an agreement previously reached with North Korea, to proceed with the effort to improve relations and provide promised aid.
