First published in 1927, the Manual for the Handling of Applications for Patents, Designs and Trademarks Throughout the World has been a standard resource for intellectual property attorneys who needed basic information about the intellectual property (IP) laws of other countries. In 1936, it became a looseleaf service, and a search of WorldCat reveals 120 holdings in North America, mostly in law firm libraries. Therefore, many IP people were excited when Kluwer announced that it was going to place the Manual online. Unfortunately, Kluwer rushed a little too fast to put it online, presenting a great product that was implemented with a ho-hum search interface.
According to the press release, the Kluwer IP Manual (www.kluwermanualip.com/) contains "200 detailed country reports which include information on the types of patents, trademarks and designs available, the duration of protection, who might apply, official procedures, fees, infringement and more...." The manual also contains many primary legal resources and the full text of various conventions. In my searches of the Manual, I found that it did indeed present all of the material that claimed in the press release.
