A PCT plans to 'fine' GP practices that fail to meet local prescribing targets in what doctors' leaders fear could be the start of a new cost-cutting drive.
In what is thought to be the first example of such activity, East Riding of Yorkshire PCT wants to reclaim a proportion of the global sum if practices do not prescribe enough generic drugs and cheaper statins.
It believes that failure to meet the targets contravenes Annex 8 of the GMS contract, which governs inappropriate or excessive prescribing.
And, under the framework drawn up by the PCT, it claims it has the ultimate power to refer GPs who fail to meet the targets to the GMC, although it has assured doctors that it will not do this.
GP leaders say the trust is misinterpreting Annex 8 and describe its plans as 'illegal'. Despite this, they are concerned that the move could be the Government's latest attempt to cut costs by reducing prescribing spend.
