Jun. 27--Vice President Dick Cheney's penchant for secrecy is rivaled only by his power within the Bush administration.

Cheney isn't quite the puppet master that his detractors paint him, but he wields considerable influence within the halls of the White House. He is attempting to use that influence to make his office an island unto itself -- not quite part of the executive branch or the legislative branch and accountable to neither.

This is unacceptable. No one is above the law. Not even Cheney. The president should reel in his No. 2 before Congress or the courts do it for him.
