On May 4, a massive tornado demolished the town of Greensburg, Kansas. The tornado--the worst the United States has seen since 1999--resulted in the death of 11 people and displaced hundreds others as 95 percent of the city was completely demolished.

Kansas Governor Kathleen Sebelius called on the National Guard to assist in the recovery effort but found the Guard's resources lacking due to the Iraq War. "I don't think there is any question if you are missing trucks, Humvees and helicopters that the response is going to be slower," she said on May 7. "The real victims here will be the residents of Greensburg, because the recovery will be at a slower pace." She also said that Kansas could not borrow resources from surrounding states because they too were in a similar situation.
