In respect to "The Last Word," February 19, you correctly state that Article I, Section 8 of the Constitution "gives Congress the powers to declare war." You, however, failed to mention that "the power to declare war" clearly is not a privilege. It is a constitutional responsibility, with no authority to delegate or transfer this responsibility to others. For Congress to delegate the power to initiate war to the president, as was done in the case of Iraq, is a violation of the separation of powers provisions of the Constitution.
