One week after removing Sam Fox's nomination from consideration by the Senate Foreign Relations Committee to become an ambassador, President Bush simply appointed him as U.S. ambassador to Belgium. As a major contributor to the Republican Party and a financier of the Swift Boat Veterans for Truth ads, it was apparent that Fox would not receive the approval of the Foreign Relations Committee.
Although Bush has used the recess appointment frequently during his tenure as president, this time it was obvious that he was circumventing the Senate to appoint his friend and donor. Bush made the appointment while senators were away from Washington on spring break.
