While at the Yuma, Arizona, U.S. Border Patrol station on April 9, President Bush outlined his vision of immigration reform. The president insisted that previous attempts to pass a workable comprehensive immigration reform bill failed because they neglected to focus on the real underlying problem: the economic reasons behind illegal immigration.
