Speaking on March 7 before a Senate committee chaired by Senator Edward Kennedy (D-Mass), Microsoft Chairman Bill Gates called on Congress to "open our doors" to an unlimited number of engineers, scientists, and hi-tech workers. Gates and other business titans have been lobbying to remove the cap on the H-1B temporary visa category for professional workers. Currently, the H-1B cap allows 65,000 qualified foreign workers annually, plus an additional 20,000 foreign students annually who graduate from U.S. colleges and universities, plus an unlimited number of visas for universities and research institutions.
