New research from the National Association of State Chief Information Officers (NASCIO) explores how state government Web portals have improved over the past six years. The report, Harmony Helps: A Progress Report on State Government Internet Presence, says states have made great strides in organizing their portals along lines that are intuitive to citizens. The focus is on the citizen with usercentric, intentions-based organization of the portals around services rather than around the structure of state government and its agencies.
Many states market their Web portal like a brand name for purposes of raising citizen awareness of the availability of information about state government and doing business with government agencies. An important component of portal branding is ensuring that agency Web pages are consistent and with the main state Web page. Establishing state e-mail addresses consistent with the state portal also helps with branding the electronic access to state services.
