Winter came late to Washington this season, and it''s cold out there. But inside the halls of Congress air cargo continues to find itself in the center of an overheated debate. Air forwarders, already dealing with the changes in their security programs mandated by the Transportation Security Administration, are bracing for the U.S. Senate version of a security bill that was passed by the House of Representatives in the first days of the new session.
