In response to a Freedom of Information Act (FOIA) request filed by the public interest group Judicial Watch, the U.S. Northern Command (NORTHCOM) has released documents detailing the participation of NORTHCOM officials in the North American Forum held in Banff, Canada, from September 12-14, 2006. The purpose of the meeting was to discuss issues pertaining to the further integration of Mexico, the United States, and Canada in what critics have been calling a nascent North American Union.
The documents are revealing and disturbing. The document, with the cumbersome heading "Continental Prosperity in the New Security Environment, Rapporteur Notes--2nd Meeting of the North American Forum," lists bullet points for remarks in which Pedro Aspe, a co-chair of the event and former Mexican finance minister, identified certain key issues that needed to be addressed.
According to those notes, Aspe argued that integration could occur only when the income gap between Mexico and the United States was narrowed.
