By a near party-line vote, the House on January 24 adopted H. Res. 78, a rules change that granted limited voting rights to delegates from the District of Columbia and the territories of American Samoa, the Virgin Islands, Guam, and Puerto Rico. Four of the five delegates are Democrats. In 1993, a Democrat majority imposed a similar rule that allowed territorial delegates to vote on the House floor. The controversial privilege was brief, being rescinded by a Republican majority in 1995.
