SEOUL, March 1 Asia Pulse - In a prelude to establishing a permanent peace regime on the Korean Peninsula, South Korea has decided to seek arms control talks with North Korea this year. Seoul's plan was included in the detailed report for 2007 by the Unification Ministry released on Feb. 26.
Under the plan, the government will try to implement measures relevant to the principle of nonaggression under the 1992 inter-Korean Basic Agreement, considered as the road map for inter-Korean affairs in various fields.
To that end, South Korea is set to raise the issue of arms control and reduction measures with the North during the four-day ministerial meeting that got underway in Pyongyang from Feb. 27, Unification Ministry officials said.
It marks the first time that the government said in a written text it will officially push for arms reduction and control in negotiations with North Korea even though it is specified in the basic agreement.
Among other things, the ministry said it will seek to establish a direct phone line between defense chiefs of the two Koreas, expand confidence-building measures such as exchanges of military personnel and prevent accidental armed conflict near the border.
