Feb. 16--BRISTOL, Tenn. -- For the first time in at least 20 years, there will be no candidate on the ballot in one race in the city's biannual elections. No one filed a qualifying petition to run to represent District 2 on the Board of Education. Steve Morgan, the District 2 incumbent and current board chairman, never officially said whether he'd seek re-election. He did not pick up a petition before the filing deadline at noon Thursday. Vickie Wilson picked up a petition at the last minute, but did not file it with the Election Commission before Thursday's noon deadline. The city's charter calls for the City Council to appoint …
