Oct. 21--An instructor at a Palatine-based social-service agency has been charged with molesting a developmentally disabled resident of the facility, authorities said Friday. Edward Bartgen, 38, was charged with aggravated criminal sexual assault after another instructor at Little City was alleged to have caught him in a restroom Wednesday with one of her adult students, authorities said. Bail was set at $500,000 during a Friday hearing in the Rolling Meadows branch of Cook County Circuit Court.
