A formal list of places of refuge for ships in distress is not required under present legislation, says the European Commission.
And the need for such a list, a much debated topic among port administrations since the Prestige disaster, is 'relatively weak,' according to EU Transport Commissioner Jacques Barrot.
Instead, coastal states must have a 'detailed plan' of actions to be taken in the event of a repeat incident, Mr Barrot said.
'The commission considers the operational interest of a list of places of refuge to be weak compared to a detailed plan describing all the parameters for consideration by the authority in charge of taking the decision [where a distressed ship should go],' Mr Barrot told MEP Daniel Suanzes-Caregna, who asked for ...
