Jan. 14--LAKELAND -- State legislators begin a seven-day special session Tuesday as they attempt to deal with Florida's escalating insurance rates.

Some of the proposals to be discussed include freezing rates for Citizens Property -- the state's insurer of last resort -- customers for one year and allowing carriers to buy state-subsidized reinsurance if they pass on savings to customers and cut rates.

Other ideas would repeal impending rate increases for Citizens customers or allow those customers to make their payments on an installment plan.

The Ledger spoke to J. Robert Hunter about the various issues surrounding the insurance debate.

Hunter is the insurance director for the Consumer Federation of America, a nonprofit consumer advocacy group based in Washington. He formerly served in government as a federal insurance administrator and as the state insurance commissioner of Texas.
