As he says, even a dog found wandering the streets would be taken in and looked after.
Yet here were human beings without so much as a roof above their heads and little prospect of getting one.
No wonder then that hundreds of those released from prison quickly return to a life of crime.
After all, even jail must hold more appeal than another night sleeping…
