The cornerstone of the European Union's audiovisual policy is the "Television Without Frontiers" directive. Initiated in 1989, it is subject to amendment and involves various phases. It was updated in 1997 and is due for updating again in 2006. A proposed modernization of the directive will be considered by the EU Parliament before the end of the year.
