On his way to attend the 18th annual Asia Pacific Economic Cooperation (APEC) Forum in Vietnam, President Bush acknowledged in Singapore on November 16: "Recently, some APEC members have advanced the idea of a free trade agreement for the entire APEC region. I believe this idea deserves serious consideration" Such an APEC Free Trade Area would be a formidable economic bloc indeed, comprising 45 percent of world trade and 41 percent of the world's population. The 21 APEC countries also include the United States, Canada, Mexico, Russia, Australia, and other nations.
