A SCHOOLBOY has been fined GBP50 for littering after he fed half a chip to a hungry seagull. Jack Double, 14, was handed a fixed penalty notice by two council litter enforcement officers after they saw him throw the morsel to the bird. Jack, of Ipswich, Suffolk - who got a certificate from the litter patrol three weeks ago for putting his rubbish in a bin - said: "I was walking along with a bag of chips when I bit in to one and saw it was green, so I threw it to a seagull.
