ENFORCERS hired to catch people breaking Scotland's strict smoking ban have handed out only a handful of fines and warnings. Seven councils have even failed to issue a single penalty ticket or warning since workplace smoking was banned last March. The estimated salary bill for this group of workers is at least GBP220,000, leading to calls to slash spending on smoking ban enforcement. Dumfries and Galloway's two enforcers - each paid around GBP20,000 a year - handed out only four warnings. To help councils enforce the ban the Scottish Executive had set aside GBP6m to pay for enforcers. They were given powers to impose written and verbal warnings or GBP50 fixed penalty notices on offenders, and fines of up to GBP200 on landlords who allowed smoking in their pubs. But fears that scores of premises would close down as a result of the ban turned out to be unfounded.
