It was a crisp, sunny day in the outskirts of Beltsville, Maryland. In a dilapidated industrial park, a silver Taurus was searching for what seemed to be a bad address. Up and down the street it slowly crept, both the driver and passenger peering at numbers drilled into buildings--some new, some in need of an upgrade. Occasionally, one of the occupants of the car would point to a particular building, followed by an optimistic turn into a parking lot, only to exit moments later, still searching.
