One of New England's largest banks, Fleet Boston has earned on a "D" on an NAACP report card that organization officials said serves as a gauge for the industry to measure responsiveness to ethnic markets.
Started in 1996, this is the first year the NAACP's Economic Reciprocity Initiative has reviewed the financial services industry.
