WHEN the European Shippers' Council held its annual meeting in Rotterdam two years ago the atmosphere was glacial.
Andrew Traill, then head of transport policy at the Freight Transport Association, talked of shippers 'fizzing with anger' over the sudden imposition by container lines of surcharges.
He accused ocean carriers of squeezing 'every penny they can' out of their customers without responding by raising service levels.
