MITSUI OSK chairman Kunio Suzuki has lashed out at Japan's ministry of finance for dragging its feet on introducing a tonnage-based tax system for the nations' shipbuilders, writes Mike Grinter in Hong Kong.

He warned the ministry that the country's shipping sector faced a steep decline if a tonnage tax was not introduced next year.

Mr Suzuki is also president of the Japanese Shipowners Association. It and the ministry of land, infrastructure and transport have been lobbying the finance ministry for a tonnage tax since the beginning of the year.

Despite making a number of concessions, including a pledge to recruit more Japanese seafarers and introduce a raft of new training programmes,the finance ministry is proving a stubborn opponent.

With just 10 days left before the move would be time-barred from adoption in fiscal 2007, Mr Suzuki has gone on the offensive.

According to a Kaiji press translation of Mr Suzuki's press conference, confirmed by the JSA, he said: 'Without a tonnage-based taxation Japan's oceangoing shipping companies will crumble. Japan's shipping companies are responsible for carrying and securing almost all of its energy needs.
