ROSS WESTGATE, CNBC ANCHOR: You are watching CNBC`s WORLDWIDE EXCHANGE. Now as we understand it, the European Commission is set to recommend a partial suspension of Turkey`s negotiations to join the E.U. after it has failed to open its ports to E.U. member Cyprus. The E.U. executive, apparently in about 10 minutes, will propose freezing talks in eight of the 35 policy areas or chapters into which the accession talks are divided. What will that mean? Let`s get Turkey`s perspective. We are joined by Ali Babacan, state economics minister and chief E.U negotiator for Turkey.
