The House is poised to pass legislation that would phase out the estate tax in 10 years, but even supporters of the bill are not optimistic that the Senate will follow suit during this short election-year session.
"It's very difficult on the Senate side, to take up anything these days," said Paul Boyle, vice president of government relations for the Newspaper Association of America.
The association and other business organizations contend that the estate tax, which is levied on a person's assets when he or she dies, threatens the survival of family-owned businesses by making it hard to pass the businesses on to the next generation.
