For every one person Canada lost to the United States, it gained four university graduates from abroad. According to a recent study released by Statistics Canada, the number of people leaving Canada for the United States and other countries grew steadily during the 1990s.

According to the report, people who emigrated out of Canada tended to be better-educated than the population as a whole, higher income-earners and of prime working age.

The report estimated the annual average emigration rate, both permanent and temporary, to the U.S. during the 1990s was in the range of 22,000 to 35,000 which represented about 0.1 per cent of the Canadian population. This is…
