* Rio Rancho's inaugural mayor helped instill a sense of self-sufficiency in fledgling town
When William Howden became the first mayor of Rio Rancho in February 1981, the city had just 10,200 residents.
Its first police department had a chief and eight officers, Howden carried city records in the trunk of his car and the state had to lend the city money so it could get going.
Howden had to deal with issues from the mundane, such as finding space for the city's offices, to the critical, such as coming up with a budget and drafting the city's subdivision and traffic laws.
"We had meetings that lasted until 3 a.m.," he said. "One of the things I wanted to do was give the city a sense of self- confidence. Until that time, they were dependent on AMREP and Sandoval County for everything."
