Nov. 23--TOMS RIVER -- Residents of the Toms River Regional school district soon will receive a glossy, four-page pamphlet that touts the "fiscal responsibility" and necessity of a proposed $13.4 million improvements package voters will be asked to approve in a referendum Dec. 12.

Superintendent of Schools Michael J. Ritacco said the pamphlet will be mailed to residents in South Toms River, Toms River, Beachwood and Pine Beach after the Thanksgiving holiday weekend.

Ritacco has already started speaking to homeowners associations and neighborhood groups about the referendum, which proposes funding construction of a five-classroom…
