The SA government's announcement in its mid term budget last month that it is increasing the amount spent on HIV/AIDS is unlikely to achieve quick results.
According to a report by the Institute for Democracy in South Africa (Idasa) SA's provinces, already halfway through the financial year, have spent only 36.5% of central government funds allocated to them for HIV/AIDS programmes. There has been no improvement - by December last year the provinces had only spent a third of their annual health allocation.
The findings confirmed an earlier Idasa report in which it warned that the government was unlikely to spend the money it had earmarked for infrastructure quickly enough to reduce poverty.
