[MRB Nov 01] The UN's addendum to its controversial April report on the exploitation of the DR Congo's resources has included the exploitation of resources from Kinshasa's allies, especially Zimbabwe and Namibia. Zimbabwe's President Robert Mugabe has already rejected the report's findings, and the European Union team which visited Harare this month found him unwilling to discuss it.

The authors of the report have pointed to a little recognised motive for Mugabe's military adventure - his rivalrous attitude to South Africa. The report says that the "most notable factor" in his decision was the lesson learned from Zimbabwe's military involvement in the civil war in Mozambique.

"As a revolutionary and freedom fighter president Mugabe had pledged military forces to that country only to find that South African businessmen moved in to monopolise the market after the Zimbabwean withdrawal. Government leaders were determined not to make the same mistake in the Democratic Republic of the Congo."

A further factor was that there were few sources for personal enrichment by government officials, and the Congo presented the main new resource, the report said. The key figure from 1998, when he visited Zimbabwe forces in the DRC, was government minister ...
