All 19 perpetrators of the horrific attacks of September 11 were foreign citizens who had entered the United States as students, business travelers, or tourists. Clearly, changes in our immigration procedures, including temporary and permanent visa issuance, border control, and efforts to deal with illegal immigration, are critical to reducing the chances of further attacks.
